I was very moved by the speeches of leaders and experts. I deeply feel that what we passed today is not the appraisal of GSM products, but the hope of the nation. We must strive to win glory for our motherland under the leadership of the government. On behalf of Huawei, I would like to express my deep gratitude to all the committee members and representatives for their hard work over the past few days, for carefully appraising our company’s GSM products and for providing valuable suggestions. Although we passed the finalization appraisal this time, it is only the first step in the development of the product. The stability and reliability of the product still need to be constantly tested in practice. In addition, new technologies and new businesses are constantly emerging, and the adaptability of product development is still a long way to go. Science is endless, struggle is endless, and we must absorb all beneficial nutrients in the continuous self-criticism so that our products can constantly match the excellent products of international companies. Thus, we can enter the world market from the Chinese market.
各位领导和专家的发言，使我很感动。我深深感到我们今天通过的不是GSM产品的鉴定，而是国家民族的希望，我们必须在政府的领导下，努力为自己的祖国争光。我代表华为公司深深的感谢各位委员、各位代表，几天来的辛苦劳动，给我公司的GSM产品进行了认真的鉴定，提出了宝贵的意见。尽管这次通过了定型鉴定，这仅仅是产品发展的第一步，产品的稳定性，可靠性还得在实践中不断检验，而且新技术，新业务不断的涌现，产品发展适应性，还是万里长征，路途漫漫。科学无止境，奋斗无止境，必须在持续不断的自我批判中，吸收一切有益的营养，使我们的产品不断的向国际大公司的优良产品看齐。从而从中国市场走入世界市场。
In the ten years since its establishment, Huawei has been adhering to the principle of continuous learning, constantly spurring and encouraging itself, closely catching up with all excellent competitors, and gradually forming its own product series. We will never forget that the 04 machine pioneered the difficult journey of the development of my country’s program-controlled switches, and it was Julong that paved the way for the development of the 08 machine for us; then the breakthrough of SDH by the Post and Telecommunications Institute took the lead in breaking the monopoly of foreign companies on my country’s optical transmission. Huawei also launched SDH one after another, forming an excellent optical transmission product series below 10G, which has begun to be exported abroad; after Datang successfully completed the GSM appraisal, our GSM system was also put into appraisal. Datang took the lead in the breakthrough in mobile communications, which made foreign manufacturers cut prices one after another, saving billions of dollars in procurement costs for the country and also won honor for the country. I believe that after Huawei’s SM is put into production, it will become their ally. All manufacturers with decent operations are our role models to learn from. On the basis of competition, we will strengthen communication and cooperation, join hands, and under the wise leadership of the Party and the government, jointly contribute to the revitalization of the national communication industry. We must produce more, pay more taxes, create more employment opportunities, and share more of the worries of the Party and the country.
华为成立十年来，本着不断学习的思想原则，不断鞭策，鼓励自己，紧紧追赶一切优秀的竞争伙伴，逐步形成了自己的产品系列。我们永远不忘记，04机开创我国的程控交换机发展的艰难历程，是巨龙为我们铺平了08机发展的道路；继而邮电院所在SDH的突破，率先打破了国外企业对我国光传输的垄断，华为相继也推出了SDH，在10G以下形成了优秀的光传输产品系列，已开始出口国外；在大唐成功的完成GSM的鉴定后，我们的GSM系统也投入了鉴定。大唐率先在移动通信的突破，使国外厂家纷纷的降价，将为国家节约数十亿美元的采购费用，也为国家争得了荣誉。我相信华蝊腉SM投入生产后，会成为他们的同盟军。一切正派经营的厂家都是我们学习的榜样，我们将会在竞争的基础上，加强沟通，加强合作，携起手来，在党和政府的英明领导下，共同为振兴民族通信产业贡献力量。我们一定要多生产，多交税，多增加一些就业机会，多为党和国家分忧。

Users are not choosing products, but choosing companies and the degree of trust in corporate culture. We are well aware that there is still a huge gap between Huawei and world-renowned companies in management. We must learn from world-renowned companies such as Lucent, Ericsson, Nokia, Siemens, Alcatel, etc., and continue to narrow the gap with them. In 1999, our company’s R&D funds will be increased to 1.5 billion yuan, and we will work hard to improve our core competitiveness. We will strive to improve the performance and quality of our products, increase exports, and win more markets for our motherland.
经历了十年发展的华为，开始从幼稚走向成熟。开始明白，一个企业长治久安的基础，是它的核心价值观被接班人确认，接班人具有自我批判能力。华为公司从现在开始一切不能自我批判的员工，将不能再被提拔。三年以后，一切不能自我批判的干部将全部免职，不能再担任管理工作。通过正确引导，以及施加压力，再经过数十年的努力，将会在公司内形成层层级级的自我批判风气。组织的自我批判，将会使流程更加优化，管理更加优化；员工的自我批判，将会大大提高自我素质。成千上万的各级岗位上具有自我批判能力的接班人的形成，就会使企业的红旗永远飘扬下去，用户就不会再担心这个公司垮了，谁去替他维护。用户不是在选择产品，而是在选择公司，选择对公司文化的信任程度。我们深知，华为与世界著名公司在管理上还有巨大的差距，我们一定要向
朗讯、爱立信、诺基亚、西门子、阿尔卡特……等世界著名公司学习，不断的缩小与他们的距离。99年我司研发经费将提升到15亿人民币，紧紧围绕提高核心竞争力而努力。努力提高产品的性能与质量，加大出口，为自己的祖国多争取一些市场。
